[DAPS] Add patstat nuts level field

The patstat nuts field isn't given at a consistent level, so find a way of implementing this in the curated data so that the level is "precalculated", rather than having to be inferred

@mindrones @saabi regarding this, I'm proposing to introduce fields:

  • terms_personNuts0_patent
  • terms_personNuts1_patent
  • terms_personNuts2_patent
  • terms_personNuts3_patent

though some or all may be empty where not specified. I can also attempt to "back-fill" nuts, so that if e.g. nuts3 is specified then nuts2 can be inferred in place.

@jaklinger inferring the lower level NUTS would be excellent indeed!
