Update to latest circle-stdlib

Updating to the latest circle-stdlib would also update the version of circle we're building against to the latest step, which would (among other things) allow the baremetal pi build to run on a Pi 400 (which someone in the Discord wanted to do).

I would be that someone. The rpi400 is a great machine, and suits the tic80 experience well. I can test any updated builds you produce on my rpi400.

Anyone willing to work on a PR for this? Are there reasons to this this would be harder than a simple version bump? I'm not sure what we're using circle-stdlib for....
