No serial on C200 (EU) / 3.20

I just obtained a "Tapo C200 (EU) 3.20" (as stated on a sticker on the PCB) and have soldered the TX/RX/GND pins but there seems to be no output at all.

Checking with a multimeter there is about 3.3V between VCC and GND but there is absolutely nothing happening on the TX pin (checked with Multimeter and Oscilloscope)..

Is there anything known about the UART being disabled completely?
