upgrade to phx 1.8

This is an upgrade to the hello_live_view example.

WARNING: I have not had the opportunity to push this to my raspberry pi yet, I will test tonight.

@hez Thank you for synchronizing this repository with the kiosk_example one!

@jjcarstens or @mnishiguchi Any comments/concerns? If you hadn't seen the comments on the kiosk_example, the summary is that I was just hoping these two example projects would be roughly similar. @hez updated kiosk_example to Phoenix 1.8 and then kindly sent this PR.

I'm going to circle back to this when the changes settle in the kiosk project. I think we're close.
