[FEATURE] Evaluate empty dimensions as not present when filtering metrics

Feature description

On several occurrences I see that it would be valuable to limit the exported metrics to some specific dimension. This could be achieved by evaluating empty dimensions as not present and using dimensionNameRequirements with only non-empty dimension list.

What might the configuration look like?
