Unavoidable rewrite of nerdlandbot

As most of us already know, discord.py is discontinued due to a number of reasons

So here's a thread to track some stuff about the rewrite.

I guess the most prominent question is, which API will we change to (and which programming language with that)? Currently we have a lot of votes for discord.js, however the discussion is definitely open for debate.

Any other things that have to be figured out?
