Add boilerplate repo for Android development

Goal

It would be great to have a neow3j boilerplate repository to help developers get kick-started with native Android development (Kotlin-based).

For example:

  • Check smart contract status
  • Create a wallet
  • Generate seed phrases
  • Call a method in a smart contract
