Hi, there is no regularised mapping table for the pinyin-based Latin alphabet. However, if you are interested you can read this paper: Noisy_Uyghur_Text_Normalization

Essalamu eleykum. There is Regulation of Phonetic Transcription in Hanyu Pinyin Letters of Place Names in Minority Nationality Languages, the same system is also accepted by United Nations Romanization Systems for Geographical Names. This system is how cities Ürümqi, Karamay, Tumxuk are romanized.
