Disable backend actions which are not permitted by a users role

Currently all buttons and actions are executable. If an editor is not allowed to do something he shouldn't be able to press a button or action.

@Sebobo with node privileges in place which are recognised by the ui - i think this can be closed or did you meant something else?

I don't think all actions are covered. We have to check again. Editing properties, publishing to disallowed workspaces, etc.
