Maybe remove support for out-of-support framework versions

Would it be OK to modernize the supported frameworks? netcoreapp2.1, for example, is ancient, and so is net 4.5.1.

Thoughts?

Yes, that would be a good idea.

I think 2.1 can be dropped. But I am a little unsure on the 4.5.
