Add additional info to contributing file

The parts that made it to this PR while being NeoForge project specific are:
- the rules on
ctags - respecting maintainer request change comments on PRs
- our breaking change timeframe we hope to achieve are a target goal but understand it cannot always be met.

This will help contributors and new maintainers to get up to speed on NeoForge a bit faster now

Can we also include that all new c tags added to Neo get javadocs explaining what the tag is for? A common tag without documentation is hard to use unless you know the other mods using it.
@KnightMiner i want to say no because documentation is more of a general given for all PRs. This is more of about the deal we have with fabric that is easy to miss
