Adding a table cell option that will expand on hover

This can be optionally used to have an expandable view in tables where cell content overflows given table width. A dashboard json defined as such:

Creates below view in the dashboards:

Features to be noted: Expanded cell renderer creates a '2 line' view in the tables by default (so more data fits) but if data overflows even that, a popup is displayed on hover.

The program was tested solely for our own use cases, which might differ from yours.
