consider removing `/monitoring` in 4.0

Feature description

There's a procedure for accessing any jmx value so I am not sure that there is value in maintaining specific procedures for specific jmx values.

In 4.0 the jmx keys that apoc is using will change and changes to the way that metrics are named and calculated in 4.0 will likely break the stuff in /monitoring as well
