Need a proposal for upgrade method in contract to unify the style

Currently, Neo don't have a unified style for upgrade method writing in SC so that neo-cli or neo-gui can't implement a command or a button for upgrade intergration. However, upgrade is very important for Dapp devlopment. @erikzhang
