v3.9.0 Checklist

Now we're making the checklist of neo v3.9.0 for release preparation. We will make it a big version including multi core features. In this version, we focus on more useful plugins and tools to improve the development experience. We picked several PR which should be included in this release. Improvement PR or hotfix PR will be in low priority on this checklist. We aims to release v3.9.0 in 2 months.
