Fix failing NEO Tracker E2E tests on `master-2.x`

These are failing. I don't know the reason but it's a simple fix. I believe neotracker isn't starting because it's not a dependency of NEO•ONE anymore. But I could be wrong.

We might want to add back @neotracker/core as a dependency. It was removed a while ago to make our development easier, which I think was a mistake since it decreases the user-friendliness of NEO•ONE.
