Add LoihiRectifiedLinear neuron type

This is a rate neuron type to train deep networks for Loihi using Nengo or NengoDL. Since it is a rate neuron type, it must ultimitely be swapped for LoihiSpikingRectifiedLinear to run on Loihi.
