Differences between emulator and chip learning

The emulator and chip still differ on their learning.

[ ] test_pes_comm_channel has differences between emulator and chip, and these differences are not consistent between different numbers of neurons and dimensions. Look more into how differences vary with these parameters.
[ ] test_pes_error_clip has significantly different error rates for the chip versus the emulator. Does this have to do with differences in clipping, specifically, or with more general differences in learning?
