Same level networks can appear "in" one another's windows

With two networks on the same level, take the window of one and drag it over the icon of the other. Then, bring the window of the second to the front (click the title bar or the window area). The network window and icon now appear in front of the first network window. Ideally, only the window should come to the front, not the icon.

This also happens when pasting things into a background window if a subnetwork's window is open.
