Add max-parallel command line option

I would agree about adding a max-parallel option, if this would be a global limit and not a per matrix job limit.

• You have 16 jobs
• each job has 16 matrices
• I expect from a --max-parallel 8 option that no more than 8 jobs are executed parallel, but in this PR I may get with ncpu=8 a total of 8*8=64 jobs running parallel

Shure this way is much easier to implement than that I would expect from such an option
