After site freeze deleting badges should withdraw attendee from events

After site freeze attendees cannot withdraw themselves from events. But con staff can still delete a badge (expectedly without refund as a part of a rollover, but conceivably with refund instead). Before site freeze this would also withdraw the attendee from their events. It should withdraw them even after site freeze.
