Event tags

We'd like to be able to add tags to events in addition to categories (e.g. boffer, freeform, d20, etc).

The tags should be category-specific, and therefore baked into the definitions of the categories, but ideally there would be a way for non-staff users to suggest additional tags the staff haven't thought of.

Additional thoughts on this, from a discussion with Jules: We probably don't want to allow for free-form tags, but pick-list tags instead (so defined on the category) There's three types of tags: Personal - defined by dev team, set by users, only visible to that user. e.g. Hide, Favorite (replaces current hide/favorite functinality) Event - defined by Con admin, set by Event Team Members, visible to users. e.g. boffer, horde, sci-fi, workshop (for categorization of events) Staff - defined by Con admin, set by Staff, visisble to staff. e.g. projector, catering, etc (for tagging events with con-needs)
