Authorised passwords get duplicated in cjdroute.conf when rebooting ER-X

Routine to add authorised password should first try to delete an existing password from cjdroute.conf with the same friendly name.

Note to self: revisit node definition for authorized-passwords, as delete-before-add in commit fca06bf53a1a6522dfe8b9cfc3dd7644abaceaa1 does not fix issue and instead causes some authorized-passwords to be altogether missing from the cjdroute.conf at startup.
