Setting today as the min date and current time as min time in datepicker and time picker

I am trying to set today as the min date and current time as min time in datepicker and time picker but am not able to do so.. Please look into it..!!

Please follow examples - Set Current Date as Minimum Date and Set Current Time as Minimum Time.

If you can not do so specify which date format you are using so I can give you a code or check if there is any issue with a particular date format you are using.

For DatePicker it is working well and I managed the date format as well. But for time picker The current Time is 5:03 PM. I want the time picker to show minimum time as current time and maximum time as 11:59 PM if todays date is selected by the date picker just above the time picker. But if the upcomming dates are selected i dont want any restriction on time picker.

And also for the time picker It considers the the minimum time as the current time when I reload the page. i.e If I reload the web page on 5:05 PM and using the time picker at 5:07 PM, timepicker doesn't restrict if the I entered the time as 5:06 PM. Can you please look after this..!!
