Require Administrator for SeDebugPrivilege

This is so that the SE_DEBUG privilege may be correctly acquired. Associated check has been robustified.

Why do you think this is necessary, what issue are you trying to solve? Changing the app manifest is a pretty drastic change that alters behavior of the app that has worked perfectly for years and unnecessarily requires every user to elevate it all the time. Please explain.
