proxy not being used for template creation

When lxc-create creates it's initial template vm it does not use the proxy.

Don't have a fix yet for this but I found an apt-cacher-ng puppet module with Vagrantfile to test proxying. Check it out here https://github.com/frankscholten/puppet-apt-cacher-ng/tree/box_url
