When completing all goals under certain priority, the priority is no longer able to be cleared from the filter by priority dropdown

Found a bug with the goal planner

Steps to reproduce bug

• Set multiple goals at multiple priorities
• Use the "Filter by Priority" dropdown to select some of the the priorities (not all)
• Click "Complete Goal" buttons for all of the goals in filtered priorities

What I expect to see

• The app to be no longer filtered by priority numbers without goals

What I see

• The priority numbers without goals are not available in the "Filter by Priority" dropdown while the result is still filtered by those priorities, resulting in a null display.
• The user had to either manually select all other priority numbers in the dropdown menu to continue to use (annoying) or manually create a filler goal with the disabled priorities to delete them afterwards to make the app return to normal functionality
