Add C++20 `<format>`/fmtlib support

Currently contains some basic scaffolding for #51 and the simplest formatter specialization (string_ref).

@ned14 Btw. GitHub removed Ubuntu 18.04 support this month. Should I update the Ubuntu CI image to 20.04, 22.04, or latest?
