Add ComboPoints module support for "Overflowing Power"

This adds support for Overflowing Power to the combo points module. Overflowing power has been in the game since Dragonflight on incarn/berserk for feral druids, and adds up to three "overflowing" combo points. These are annoyingly tracked with a buff and are not normal combo points, though the default game displays them as colored regular combo points. This PR replicates the default behavior of coloring the overflowing combo points.

Only enabled for modern wow and updates do not take place unless the "Overflowing Power" buff is detected. Early bail out of the update function is disabled while "Overflowing Power" is active to allow for smooth updates of combo point coloring.
