[ENH] - Upgrade keycloak to > 23.x
Feature description
Upgrade the keycloak helm chart to latest version which is > 23.x
Value and/or benefit
- We haven't upgraded keycloak ever since we integrated it with Nebari 3 years ago, and it might be very outdated soon

Oh I missed this issue, there is another duplicate of this #2495. The current helm chart does not ship the latest version of keycloak yet (I checked this a few months ago). Though upgrading should not be an issue, but it's worth mentioning that Keycloak changed its main backend platform from 15.x to >20, so there might be compatibility issues when moving directly to the latest, issues that we might not be able to catch without an in-depth check.
