[ENH] - Add testing for running on TLJH

Feature description

Add an integration test to verify jhub-apps works fine on TLJH.

Value and/or benefit

After Nebari, TLJH users are potentially the biggest consumers of jhub-apps, it would be great to add a test to verify that it works with TLJH.
