[Debug page] Print correct chunk producer in the 'last blocks' in case of missing chunks

Currently last blocks page is showing the incorrect chunk producer in case of missing chunks.

If the block was missing at height X, at height X+1, the chunk might come from the chunk producer at height X and not X+1 (and the last blocks page will always say X+1)
