Remove genesis_state_from_dump
genesis_state_from_dump is bad, it was an old temporary hack that should not be used anymore.

I don't think it is actual. We use dumps in at least two places, and this way is more efficient than JSONs. See #8322 for more details. We could use state sync logic for that, but it has its own limitations. So I think we can just close it. cc @pugachAG @jakmeier
