Consider `swc` for transpilation over Babel

SWC claims significant performance benefits over Babel and offers a WASM module for use in browsers

I briefly experimented with this in case it turned out to be a quick win. I got transpilation with SWC working but was seeing overall worse performance than with babel, so I left it at that

Those changes are on experiment/swc-transpile. Make sure to double check that I set up SWC correctly before building off that
