build in IP masking, VPN or variable pausing to the download function

Need to build in alternative methods to reduce the likelihood of IP being blocked by Google Scholar, e.g. using IP masking, a VPN, or variable pausing between attempts (or sensitive pausing that varies pause length depending on the server response time).

Relevant to the save_html() and save_htmls() functions.
