Spurious "Downloading 0 Songs" notifications

I frequently see notifications from SubMuxic that say:

Downloading 0 songs
Current: Temp

They pop up when I wake the phone or when there's a network change. You can repro this by toggling airplane mode on & off.

Pixel 4 XL. Android 10 & Android 11
