frmware-qcom-dragonboard410c: update 1036.1 recipe

The firmware 1036.1 was published for redistribution on Linaro site. Update the recipe to point the correct location. Keep it disabled for now, while we work on testing.

But we already have the 1036.1 recipe! This PR just adapts it to be able to download the file from the releases website. Having it this way might help with testing.

Closing, firmware is now a part of linux-firmware.
