Many 3rd-party Wii/WiiU controllers seem to have this issue. They don't even show up while scanning for devices in pairing mode, so I can only assume the Bluetooth chips they use are somehow incompatible.
You can try your luck running this build if you like. It will make a log (sdmc:/mc-mitm.log) that you can post here for me to inspect for evidence that this controller is any different to the others.
