This is some kind of third party Wii U controller?

If it's not pairing at all, then you can try running this build and post the log it creates at sdmc:/bluetooth-mitm.log for me to take a look at. Many 3rd party WiiU controllers seem to use some bluetooth chipset that doesn't even get detected by the switch, however.
