GCP Minimal Policy

For GCP, there are no minimal policy requirement that are present in the wiki.

I wanted a set of policies that will work with ScoutSuite without giving multiple broader roles to it, as mentioned in the wiki. Hence, I have created a minimal permission set, which when used with the ScoutSuite, runs perfectly fine.

If this makes sense, adding this to the official wiki will make it easier for people to consume.

Hi @0xCardinal, thanks for the list! We are not sure when we'll be able to test the list and add it to our wiki but we'll keep this in mind.
