It would be so cool to have at least something like "Analyzing NGS Data at NCBI with Apache Spark" in README

Okay, not quite sure what you are trying to say - are you asking for us to describe how to use Apache Spark to analyze NGS data using NGS?

Sorry, what I mean is - it would be great to have a bit more high-level information about the project in general with some links to details (as not everyone might know what "NCBI SRA Software Development Kit" is) and how these tools can be used with Apache Spark in particular.

And README is kind of standard way to provide this kind of information for open source software hosted on github.
