Inactive ingredients / Other status

Many SPL labels include ingredients other than active ingredients. While we can't transfer the legal auth to these additional ingredients, e.g. “OTC monograph final part333D" - we should index them into the drugs site.

SPL validation tools include a list of these inactive ingredients.

IIG - inactive ingredient guide also provides a very nice index of such compounds.

Finally, there are other ingredient statuses (other than IACT) in the SPL labels including INGR, CNTM codes that should be indexed, somehow.
