2019-10-04 Fix PROBLEMS with Descriptions, Targets

Rancho was assigned two tasks:

1. [COMPLETE] Add missing Descriptions to substances with known approval status
2. [IN PROGRESS] Add Targets (NCATS190415 list)

Reports (including preliminary) are attached.
Rancho found a handful of problematic entries, for which (usually) curators were not able to find any information -- or establish it does not exist.
These entries need to be reviewed by NCATS.
