Shipping costs calculated on subtotal

The shipping costs are calculated on the subtotal in the cart/checkout. If there are any promotions, it can happen that before promotions the threshold is reached but after the discount not anymore.

It would be desirable to have the shipping costs applied after the discount has been calculated.
