cistern working on windows

Hi!

I packaged citop (and now cistern) for conda-forge, and wanted to let you know that it is working on windows too (this is the PR activating it).

Very nice, thanks for working on this!

There are still a few issues with cistern on Windows that I need to fix (for example cistern relies on less to view logs). As a first step I've just changed the configuration of the CI pipeline to run unit tests on Windows (in addition to Linux and macOS): https://github.com/nbedos/cistern/commit/6d4c249f419674db3ee6b8d872adeaaaaa2ca944 This should at least help prevent regressions.
