Consider:

• limiting locally registered users to create private/friend recipes only. Public recipes only allowed for registers through social logins
• limit commenting somehow - comments not visible until after a certain period or after admin user validation
• shadow banning

Implemented the above as an interim solution until a better and less inclusive solution is found.
