Really hard to do on an international scale, but you could use averages. (If you even plan that to be international)

This is a tricky one fo sho and I am still mulling it over.

I was thinking along the lines of allowing each user to specify their own costs against oils (i.e. user_oils_costs) table; that's the simplest way I can think of implementing it for now :D

A similar problem was solved by ravelery (stich and crochet site). Each yarn can be added to a user library. The user can say where it was bought (whop data base) and how much did it cost when it was bought. Not sure if it fits your architecture, but might give some inspiration....
