I want ...

To have a premigration check that will validate if my Sites, Regions, and Locations are unique in 1.X and will be successfully migrated to locations when I upgrade to 2.X

So that ...

I don't have to find out during the migration process that I need to resolve the name conflicts before I can proceed.

I know this is done when...

I can run the premigration nautobot-server command and the results show me which objects are not unique and will cause migration failures.
