Add policy hit count and expose via capacity metrics to enable trends and visualization

Add model to store ACL or policy hit count. It is oper state and maybe would be better in SSoT integrations, but the goal is to have a place to store hits per policy and then expose that via capacity metrics, so then we can get that data into a telemetry stack.
