Update various Tag attributes for Contracts

This PR adds/fixes the following:

  • Adds the TaggedSerialzer mixin to the serializer so Tags get exported with contract
  • Adds tags to filter and filter form so you can filter by Tags
  • Add Tags column to contract table
  • Update Nautobot version in task.py to 2.2.4

I added a separate changelog for the additions. Is that correct? If you'd like me to remove the 2.2.4 update just let me know.
